Sirius XM argues that a duty cycle requirement would be unnecessarily burden consumers by limiting upload speeds. The coalition argues that a duty cycle should be measured over a period of 5 ms, not over an entire spectrum.

The FCC rules for Seriud repeaters are designed to protect the wireless service from harmful interference, and protect the WCS licensees.
